SUBJECT: Water Security and Preparedness
PURPOSE: This hearing will provide an opportunity for public water system operators, officials, stakeholders, and experts to discuss potential vulnerabilities and the steps needed to prevent a targeted digital attack on their networks.

ORAL TESTIMONY BY INVITATION ONLY
This hearing will examine the cybersecurity threats facing New York's municipal water and wastewater infrastructure following a series of digital attacks targeting water systems nationwide, where suspected state-affiliated cyber actors disrupted operational technology at several facilities in the United States.

The hearing will bring together and provide an opportunity for operators, officials, cybersecurity experts, and other stakeholders to discuss these emerging threats, the vulnerabilities facing water and wastewater systems in the state, and the resources and preparedness measures needed to protect these critical systems.

Persons wishing to present pertinent testimony to the Committees at the above hearing should complete and return the enclosed reply form by Monday, September 21, 2026. It is important the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation.

Oral testimony will be limited to a 10 minute duration. Ten copies of any prepared testimony should be submitted at the hearing registration desk. The Committees would appreciate advance receipt of prepared statements.

Attendees and participants at any legislative public hearing should be aware that these proceedings are video recorded. Their likenesses may be included in any video coverage shown on television or the internet.
