AN ACT to authorize Conrad B. Johnson to be granted service credit in
the optional twenty year retirement plan of the New York state and
local police and fire retirement system for certain service as a
community service aide with the Suffolk county police department
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Notwithstanding any other provision of law to the contrary,
Conrad B. Johnson, who is employed by the police department of the coun-
ty of Suffolk, which is an employer electing to participate in the
optional twenty year retirement plan pursuant to sections 384-d and
384-e of the retirement and social security law, and who has been a
member of the New York state and local police and fire retirement system
since March 3, 1980, and who was employed as a community service aide
with the Suffolk county police department from March 3, 1980 through
February 24, 1985, which is not deemed to be police or fire service,
shall be deemed to have provided police or fire service while so
employed by the Suffolk county police department as a community service
aide and shall receive service credit for the purposes of sections 384-d
and 384-e of the retirement and social security law for such employment
by the Suffolk county police department, if on or before December 31,
2011, he shall file a written request to that effect with the state
comptroller.
S 2. All employer past service costs incurred pursuant to this act
shall be borne by Conrad B. Johnson.
S 3. This act shall take effect immediately.
FISCAL NOTE.-- This bill would allow Conrad B. Johnson to receive
creditable service towards retirement under Sections 384-d and 384-e of
the Retirement and Social Security Law for service rendered as a Commu-
nity Service Aide with the Suffolk County Police Department.

If this bill is enacted, we anticipate that there will be an immediate
pat service cost of approximately $133,000 which would be paid by Conrad
B. Johnson as a one-time payment. This estimate is based on the assump-
tion that payment will be made on February 1, 2012.
This estimate, dated May 12, 2011, and intended for use only during
the 2011 Legislative Session, is Fiscal Note No. 2011-178, prepared by
the Actuary for the New York State and Local Police and Fire Retirement
System.
