AN ACT to authorize fishing without a permit by non-commercial fishermen
  during the July 4, 2013 weekend

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. It is the intent of the legislature to encourage people to
enjoy one of New York state's most valued world class sporting  opportu-
nities,  fishing  in  the  waters  of  the state. In furtherance of this
intent, the legislature declares the July 4th holiday weekend  to  be  a
"Fish for Free weekend".
  S  2.  Notwithstanding any law, rule or regulation to the contrary, no
non-commercial fisherman shall be required to obtain a permit to fish in
the waters of New York state during the period commencing Thursday, July
4, 2013 through Sunday, July 7, 2013.
  S 3. This act shall take effect immediately.

AN ACT to authorize fishing without a permit by non-commercial fishermen
  annually during the July 4th holiday

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. It is the intent of the legislature to encourage people to
enjoy one of New York state's most valued world class sporting  opportu-
nities,  fishing  in  the  waters  of  the state. In furtherance of this
intent, the legislature declares the July 4th holiday to be a "Fish  for
Free holiday".
