LEGISLATIVE RESOLUTION honoring E. Richard O'Shea upon the occasion of
his designation as recipient of the 2012 Dutchess County Distinguished
Citizen Award by the Boy Scouts of America, Hudson Valley Council

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, E. Richard O'Shea has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor E. Richard
O'Shea upon the occasion of his designation as recipient of the 2012
Dutchess County Distinguished Citizen Award by the Boy Scouts of Ameri-
ca, Hudson Valley Council, to be celebrated at a reception on Tuesday,
June 26, 2012 at the Grandview in Poughkeepsie, New York; and
WHEREAS, The Boy Scouts of America's prestigious Distinguished Citizen
Award is presented to individuals and organizations who exemplify in
their daily lives the ideals found within the Boy Scout Oath and Law;
and
WHEREAS, E. Richard O'Shea has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and
WHEREAS, E. Richard O'Shea is a graduate of Poughkeepsie High School;
he went on to attend Villanova University, graduating in 1959, with a
Bachelor of Science degree in Economics; and
WHEREAS, A valued and involved member of his community for over 50
years, E. Richard O'Shea serves as the President of First Mortgage
Corp., which he organized in 1988; and
WHEREAS, Moreover, E. Richard O'Shea has been Trustee of St. Francis
Hospital since 1995, and serves as both Trustee and Board Chair of St.
Francis Home Care, Inc.; and
WHEREAS, E. Richard O'Shea has formerly served as President of First
Savings & Loan Association of Poughkeepsie; former Board Chair of St.
Cabrini Home, Inc.; former Trustee and Treasurer of Mid-Hudson Civic
Center; former Director and Treasurer of United Way of Dutchess; former
Trustee, Treasurer, and Board Chair of Rehabilitation Programs, Inc.;
and former Director of Dutchess County Economic Development Corporation;
and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, E. Richard O'Shea has stood constant
in dignity, good grace and humor; and
WHEREAS, With him throughout have been his wife, Catherine, their
children, Daniel O'Shea, Mary Jean Heller, and Patrick O'Shea, and their
spouses, as well as their nine grandchildren, all of whom feel privi-
leged to be a part of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which E. Richard O'Shea has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor E. Richard O'Shea upon the occasion of his designation as recipi-
ent of the 2012 Dutchess County Distinguished Citizen Award by the Boy
Scouts of America, Hudson Valley Council; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to E. Richard O'Shea.
