Senate Democratic Leader Malcolm A. Smith (D-St.Albans) along with Senate colleagues and health care advocates stood on the steps of New York City Hall announcing legislation to prevent health insurers from implementing the controversial Tier 4 prescription drug pricing system in New York. The pricing-plan dramatically increased co-payments in other states.
