Requesting a grant from Senator Persaud

Roxanne J. Persaud

October 2, 2026

Thank you for your interest in requesting state discretionary funding through Senator Roxanne J. Persaud.  This guidance includes various requirements to facilitate the request process.  Subject to availability, discretionary funding may be awarded in the form of either 1) programmatic & operating expenses, or 2) capital projects.

PROGRAMMATIC VS. CAPITAL GRANTS. Programmatic grants reimburse for approved operating costs, services and expenses associated with delivering programs to specific populations or the public at large.  Capital projects grants reimburse expenses for approved purchases or construction of depreciable assets (buildings, technology, equipment and fixtures and vehicles).

BASIC REQUIREMENTS (ALL GRANTS). Any organization requesting funding must submit a proposal which, at the very least, includes a cover letter summarizing the request.  Proposal documents must be in a standard US Letter format (8.5 x 11”).  If sent electronically, the file(s) must be in MS Word, PDF, or Excel format (where applicable).  Cover letters must include the organization’s EIN, NYS OAG Charities Bureau Registry ID (if applicable), NYS Grants Gateway and/or Statewide Financial System ID(s) (required), and the physical address(es) of the project(s), either current or anticipated.

Please attach/include any supporting documents (diagrams, charts, cost estimates) that provide a comprehensive description including, but not limited to, any work the organization is either conducting in Senate District 19 and/or performing in service of Senate District 19 constituents. You need not provide multiple cost estimates or send lengthy publications.  All requests will be reviewed with the same attention. There are no maximum dollar amounts, though funding is limited if and when available.

ADDITIONAL DOCUMENTS REQUIRED FOR CAPITAL PROJECT GRANT REQUESTS

  • A clear copy of the organization’s most recent 990 form (if exempt, please explain)
  • A clear copy of the organization’s most recent CHAR 500 form (if exempt, please explain)
  • A completed Church-State Questionnaire (available upon request)
  • A list of the organization’s current board of directors and trustees (if applicable)
  • Confirmation that the organization is in good standing with the IRS (i.e.: no tax liens or warrants)

SUBMITTING YOUR GRANT PROPOSAL: mail and email a proposal to Senator Persaud's Albany Office in Room 409, Legislative Office Building, Albany, New York 12247. Traceable shipping (USPS Priority, UPS, FedEx) is strongly suggested, but not required.  Email digital version to both: persaud@nysenate.gov and weakley@nysenate.gov

TAKE NOTE:

  • There are no official cut-off dates for submitting a proposal or request. However, the state fiscal year ends on March 31. Proposals received at or prior to the new calendar year will be given priority review.
  • Any prospective grants issued by the State of New York are paid on a reimbursement basis pursuant to contracts and terms established by the administering agency, not the Office of Senator Roxanne J. Persaud.  Any funds expended prior to the execution of a contract may not be reimbursable.
  • Submission of a grant request, proposal or application does not guarantee a grant award.
