State Senator Christopher J. Ryan (SD-50) today announced a series of key investments and policy advancements supporting veterans and military families included in the Senate’s One-House Budget proposal.
“These investments reflect our commitment to the men and women who have served our country by ensuring they have access to education, housing relief, mental health resources, and meaningful career opportunities when they return home,” said Senator Ryan. “From expanding financial relief for disabled veterans to strengthening workforce pipelines and support programs, this budget takes meaningful steps to honor their service with real action.”
The Senate One-House Budget includes the following provisions to support veterans:
- Permanent authorization of the Recruitment Incentive and Retention Program (RIRP), ensuring continued tuition benefits for members of the New York Army and Air National Guard and the Naval Militia.

- Establishes a searchable database of veteran-owned businesses, supported by a $250,000 investment to expand economic opportunities and connect veterans with new markets.
- Restores $500,000 in funding for the New York State Defenders Association Veterans Defense Program, which provides critical legal support tailored to veterans’ unique needs.
- Adds $350,000 for the Veterans Mental Health Training Initiative, strengthening access to mental health resources and improving care for those who have served.
