Senate Passes Addabbo Co-Sponsored Legislation to Strengthen Family Voices in Developmental Disability Residential Care

Queens, NY (June 2, 2026) - New York State Senator Joseph P. Addabbo, Jr., announced the passage of legislation (S.7484A) he proudly co-sponsors to establish a Residential Families Committee within the Developmental Disabilities Advisory Council, creating a formal pathway for residents of developmental disability residential programs, their families, and guardians to provide input on the care and services they receive.
The legislation requires the creation of a statewide committee composed of individuals with developmental disabilities residing in community residences, intermediate care facilities, and other residential settings, as well as their families and guardians. The committee would hold regional public meetings, advise the Commissioner of the Office for People with Developmental Disabilities (OPWDD), and provide recommendations on statewide and regional priorities affecting residents.
“Families and guardians are often the strongest advocates for their loved ones, yet too many have struggled to make their voices heard when concerns arise regarding residential care,” stated Addabbo. “This legislation creates an important opportunity for residents and families to share their experiences, identify challenges, and help shape policies that improve quality of life and care throughout New York’s developmental disabilities system.”
The need for stronger communication and engagement became especially evident during the COVID-19 pandemic, when individuals with developmental disabilities living in residential settings experienced disproportionately high rates of infection and mortality. Families and advocates frequently reported difficulties obtaining information and communicating concerns to both service providers and government agencies responsible for oversight.
This bill (S.7484A) is in addition to prior efforts to address concerns regarding government efficiency. Rather than creating a new standalone entity, the legislation establishes the Residential Families Committee within the existing Developmental Disabilities Advisory Council, ensuring that family perspectives are incorporated without creating unnecessary bureaucracy.
“Residents and their loved ones can provide invaluable firsthand knowledge about the strengths and challenges within our residential care system,” Addabbo added. “By bringing those voices directly to the table, we can improve transparency, accountability, and outcomes for some of New York’s most vulnerable residents,” concluded Addabbo.
The committee will inform and advise the Commissioner on matters affecting residents and their families, help recommend priorities and goals for residential services, and conduct regional meetings to gather feedback on facility operations and quality of care.
The legislation now heads to the People with Disabilities Committee in the Assembly for action.
