Stewart-Cousins, Harckham Announce Completion of $1.415M Road Improvements for Putnam Economic Development Project

Patterson, NY – New York State Senate Majority Leader Andrea Stewart-Cousins and State Senator Pete Harckham, joined by Putnam County officials and local business leaders, announced today the completion of an important road improvement project at the intersection of Interstate 84 (I-84) and State Route 311 (Rt. 311), which was accomplished with a $1.415 million state grant secured by the two legislators.
Two major economic development projects facilitated by the highway improvements, Patterson Crossing and the Patterson Inn, will create hundreds of new jobs and millions in tax revenue.

Senate Majority Leader Andrea Stewart-Cousins said, “This $1.415 million investment at Route 311 and I-84 is already paying dividends for Patterson. It sets the stage for what’s coming next for this corridor, from Patterson Crossing to the Patterson Inn, and the hundreds of jobs and millions in new tax revenue these projects will bring. I was proud to support Senator Pete Harckham in securing this funding, and I congratulate Town Supervisor Rich Williams, and everyone in Patterson and Putnam County who made this possible.”
Senator Pete Harckham said, “This crucial investment in Patterson’s roadway infrastructure will unlock millions of dollars of economic development in this corridor of Putnam County. Two ambitious, well-planned projects, Patterson Crossing and the Patterson Inn, will provide a tremendous boost for the region, bringing with them jobs, a wide array of business activities and millions in tax revenue to help support schools and community services. I thank Majority Leader Stewart-Cousins for recognizing the importance of this grant funding and seeing it through. I also thank Supervisor Williams and the Patterson Town Board for their tremendous work in implementing this project.”
The Patterson Crossing project, located on Rt. 311 west of I-84, is expected to create 50 construction jobs. When the center is operational it is expected to produce an additional 516 full- and part-time jobs. The project’s real estate taxes for the property will increase to about $840,000, with $600,000 going to the Carmel School District
The Patterson Inn hotel project, located on Rt. 311 east of I-84, is expected to create 60 construction jobs, and when the inn and its adjacent shops are operational 50 full-time hotel jobs, 40 restaurant jobs and 20 retail store jobs. The estimated annual property tax revenue will be $577,200 and an estimated annual hotel tax revenue will be $280,000.
The estimated annual sales tax revenue once both projects are operational will be over $13 million.
Patterson Town Supervisor Rich Williams noted that completing the Rt. 311 improvement project included several challenges, like supply-chain disruptions during the Covid-19 pandemic and other necessary roadway repairs before traffic signals at the intersection of Rt. 311 and I-84 could be installed and the turning lanes on Route 311 could be widened. Other aspects of the roadway project included substantial signal upgrades along Rt. 311 and Rt. 52, plus new highway striping.
“We have finally crossed the finish line, and I want to thank our State partners, Senators Stewart-Cousins and Harckham, for securing the funds for the Town of Patterson to complete the improvements on Route 311, which will improve motorist safety and encourage economic growth.”
Kathleen Abels, President of the Putnam County Economic Development Corporation, said, “I’d like to thank Majority Leader Stewart-Cousins, Senator Harckham and Supervisor Williams for the wisdom and tenacity to secure this infrastructure funding for much-needed improvements on Route 311. This will help to make Patterson the destination it deserves to be, and these two projects will both be a home run, with revenue and job creation that will be extraordinary.”
Paul Camarda, the principal developer behind Patterson Crossing, said, “It’s great to see government working, and I really appreciate the efforts from Senator Stewart-Cousins, Senator Harckham and Supervisor Williams. They know it takes cooperation and hard work to get things done.”
Christine Monteleone, who along with her husband Peter Monteleone, are the principal developers behind the Patterson Inn hotel project, said, “I’m excited for both the Patterson Inn and Patterson Crossing, two projects that have been works in progress for a long time. But if it wasn’t for Majority Leader Stewart-Cousins, Senator Harckham and Supervisor Williams, none of this would be happening.”
In addition to the road improvement funding, Sen. Harckham has secured $700,000 in Community Resiliency, Economic Sustainability, and Technology Program(CREST) grants and State and Municipal Facilities (SAM) grants for capital projects in the Town of Patterson, plus $300,000 through the Environmental Protection Fund (EPF) for a study of the Great Swamp.
